The answer is big NO. Only the famous personalities like Athletes, Artists, Actors, Public Official, etc. can verify their account. But if you are dealing with impersonation problems then you can fill out the Feedback Form and twitter will decide about it.
How to identify a verified account
The ‘Verified Account’ badge will appear in the top-right portion of a user’s profile page just above the name, location and bio. If it appears on avatar or at any other location then specified that means its a fake verified account.
You can’t use fake verified badge on your profile. If you try to do that then your account will be suspended permanently.
Many businesses on Twitter are also verifying their account to increase trust and confidence level of people dealing with them. Its like a Security Seal.
